This page shows an actual DWF file embedded in the document. You should see the DWF image below and should be able to use the DWF Viewer to navigate within that image.
In this case, the toolbar has been hidden and the right-click user interface has been disabled.
If the DWF Viewer has not yet been loaded on your system, code is included that causes Internet Explorer to automatically download the viewer to your computer.
